Legalization service of a collection object (CO) (Issuing TES Passport)


Important information:
1. Since 1996 our Corporation together with a group of specialists from six other states (Canada, Russia, Lithuania, Ukraine, Austria and China) has studied CO documents which have been issued to its owners by several institutions. Hereby, in 2004 an international TES passport of an optimal form has been introduced for any CO which has been successfully applied in different countries for different objects (in accordance with the collection subject). It is very important to mention that while creating a TES passport for CO a software matrix has been developed at the same time which has been successfully approved and acknowledged by most professionals as one of the best models for formation of single type CO databank in any form of ownership despite the country CO is registered or the place of residence of the owner of CO. This small element of our system about issuing TES passport might seem insignificant at first sight but it not only enables fast contact with the owner of CO (for instance, for scientific research of the present CO) but also fights against rise of counterfeit analogues. It is also very important to mention that the databank which is now being developed by a private company can be the only international systematization not only of popular but also of novelettish CO which are not offered for auctions and which can be of any forms of ownership. In this process our corporation pays big attention to the issues of confidentiality and security at every cycle of work including different inspections of every piece of CO using the services of Interpol.
Over two years of experience in issuing more than 2.5 thousand TES Passports to various CO in different countries (this seems to be significant to archeological discoveries or collectors of blank weapons) helped the owners of CO who have TES Passports with transportation or publicity of CO with no precedents and one of them had any problems with the officers of state authorities. Moreover, our Corporation as the authority which registers and certifies conformity of the documents issued to the CO (in reference with secret and apparent marking) supports the owner when he appeals for help in case of different real life situations.
In case of corporate ownership we introduced a new practice of recording percentage division of the property in TES Passport of each owner of the CO, therefore, for example its heirs will have no problems in dividing finances after the inherited painting or collection is sold.
4. Issuing TES Passport is not available without the services of CO marking carried out by the Corporation (See Section “Services of marking CO”).
5. The TES Passport form holds copyrights (Certificate No. 18910, 13/12/2006) and can not be used without the author’s consent in parts or all.


The procedure of issuing TES Passport for any CO:


1. The applicant shall submit the following information to our Corporation:
(a) Full name of the owner (name, surname written in accordance with the records in a foreign passport preferred). In case a property is owned by several owners, in accordance with a written application, the owners can indicate percentage of the property declared by each owner, for example, Ivanov Ivan, Ivanovic (60%), Ivanov Nikolaj, Ivanovic (20%), John Reed (20%). In this case each indicated owner shall undersign the declaration (corporate application) which indicates his percentage of the property.
• (b) Copies of documents confirming the owner’s (owners’) signature.
(c) A freeform application to our Corporation together with a request to issue TES Passport where all enclosed documents are listed and the following information is written at the end:
“Hereby we notify that the object submitted for obtaining TES Passport (the name of the CO shall be indicated) has been obtained in accordance with the laws and there is no criminal information about the object. Hereby I (we) agree with the inspection procedure of the object in the documents concerning object’s validation and criminology. Please send TES Passport to the following address (correct address shall be indicated). Date and signature (signatures).”
(d) Minimum 2 photos of CO (including peculiarities and fragments) and all present documents or their copies which will be enclosed to the TES passport after the inspection is conducted. In case there are no documents which prove a scientific name or the essence of the object, Corporation is qualified, in its discretion, either: (1) refuse issuing a TES Passport to the applicant due to lack of possibility to prove CO objective characteristics; (2) carry out examination of CO upon the applicant’s request in accordance with special Corporation’s terms (usually contractual) or (3) issue a TES Passport in accordance with incomplete information (the latter shall be mentioned in appropriate sections of TES Passport).
(e) A copy of the receipt certifying payment of the fee which is 150 EUR (to the bank account of the Corporation indicated below) for issuing TES Passport; the service includes the fee for the procedure of secret and apparent marking of CO. *Note 1. In case there is no possibility to bring CO to the Corporation office, the applicant shall additionally cover business trip expenses of the authorized professional to the place of CO under a separate agreement. 2. In case Corporation refuses to issue a TES Passport due to insufficient information submitted by the owner, the whole amount will be transferred to the sender. 3. In case the fact of deliberate counterfeit documents or discrepancy of original documents to the sent copies is observed, the money will not be sent back and the Corporation shall make a decision about further prosecution of the applicant in reference to the consultations of appropriate authorities of the applicant’s permanent country of residence.
Corporation shall make an agreement with the applicant about a meting place and date for a meeting of the representative of the Corporation and the owner (or its authorized person) for examination of the documents and performing a marking procedure. Upon the applicants request a separate agreement can be signed for this service.
An original, sewed together, standard TES Passport (registered at Interpol) bearing an original seal of the Corporation shall be mailed by registered mail (or using courier service) to the applicant within 20 days (mailing time not included).
